Paul J. Mahoney (born 1946[1]) is a British jurist and current (since 2005) and the first President of European Union Civil Service Tribunal.

Mahoney studied law at Oxford University and received the (Master of Arts degree in 1967[1]. He subsequently studied law at the University College London and obtained Master of Laws in 1969[1].
From 1967 to 1973, Mahoney was a lecturer at the law faculty of University College London[1]. From 1972 to 1974, Mahoney was a barrister in London.
Mahoney was appointed as Visiting Professor of the University of Saskatchewan, Saskatoon in 1988[1].

From 1974 to 1990, Mahoney was Administrator and subsequently the Principal Administrator of the European Court of Human Rights[1].
From 1990 to 1993, Mahoney was the Head of Personnel, Council of Europe. From 1993 to 1995, Mahoney was the Head of Division (1993-1995), Deputy Registrar (1995-2001), Registrar of the European Court of Human Rights (2001-Sep 2005)[1].
Mahoney was nominated by the college of judges to become the first President of the European Union Civil Service Tribunal on 6 October 2005, which he still maintains the position.
